Official Launch of Monster/Horizon? And which pack to make server on?

Greetings fellow feeders of beasts.

I have a question about the modpacks that were recently(ish) added to the launcher, namely Horizon and Monster.
I've looked around on the forums, searching for it and manually just checking around without finding any topics for it nor answers.

Is there a date where the Monster and Horizon pack will officially be "released"? As in, not being updated often with updates that break worlds.
I want to upgrade my server as well as install one of the 1.6.4 packs on it, but since those packs are still in a beta stage I am hesitant to do so since any update might break the save. But at the same time I don't want to wait too long before upgrading as I'm a little impatient at times.
Also as a secondary question if you were the one making the choice, which modpack would you personally start a server for people to play on and why?

Any answers would be appreciated greatly.

A mod pack becoming stable is not so much a problem FTB can resolve, mod bugs are reported back to mod authors and they fix and release. When all the problems to do with mods and mod interaction with each other are resolved and FTB are happy then they will come out of beta.

So I'm better off making a, for example, Monster pack server now and hope for the best that the next update won't kill it? Or should I wait for the official launch of it despite that it might take a few months? Both options are equally good and bad at the same time as restarts are never fun when you do them often enough..

1.6 mods are still heavily updated and getting many mods to gel together is not always easy and most certainly not always in the hands of FTB. An update to fix a bug may break something else, this goes for all software not just games, nothing is stable so long as updates keep coming :)
