Problem Not moving?

Alright, my friend and I are trying to make a little server for ourselves and I volunteered to host it as I have a decent computer. It works as in we can get on, but for me, it looks like he's just standing still and punching every once in a while. To him, I'm frozen and he's doing things. He can't open chests, but he can break things. When he breaks things, it usually does not show on my side. In addition, he can't see anything I say or server says.

OS: Windows 7 32x
Running on my own computer
FTB Ultimate v1.01 Minecraft 1.4.7
No mods added
No idea what you mean by specs. 4GB of RAM and one of these (http://www.newegg.com/Product/Product.aspx?Item=N82E16819115218).

The problem might be your internet connection. You are going to want a minimum of 1Mb up and down. If your doing other things like downloading, streaming, Pandora, etc. You will need to turn them off.

Well, I'm at 23.66mbps download and 4.27mbps upload on speedtest.net Is that good or bad?

Yeah that's good. Are you running the server off the same computer your playing from? I wouldn't advise that with less than 8 gigs of ram.
