It's a ghost liquid. It looks like it's in there, but that's purely to look nice. If you actually entered the tank, you'd find that the liquid in question wouldn't do a thing to you.
Pretending it did though, I don't believe it would do anything. Oil and water "hate" each-other. Endermen and water "hate" each-other. The enemy of my ene,my is my friend. Oil is the natural habitat of all endermen, and the only reason there isnt any oil in the end is because the endermen already absorbed it all.

Oil kills blazes. Water kills blazes. Therefore oil kills endermen.

I still stick it that blazes should set oil on fire.. Or vaporate it.. Or something.. But not let it kil them.. There nearly pure fire and oil is.. Oil.. I know this is minecraft but.. Come on.. Setting a oil lake on fire, who can resist that?

Ohhh...harsh. I guess he placed a block in there and voided the tank. I know that if it was a xycraft tank, you could fix it with no liquid loss, not sure about railcraft ones though. Oh well. Hopefully it doesn't take too ling for you to drain another oil well. I have a bunch, personally.

oil will still be there imo, just break a block and remove the dirt(?) block. If I remember right it's the centre base block that holds the tank info so don't break that one.

If I recall correctly, there was a recent issue on the ForgeCraft 2 server (commented on by Slowpoke101) that you could accidentally teleport into the 'interior' of a XyCraft Tank and you'd get smothered and killed in short order. Tank's contents would also get invalidated in the process. This bug has apparently been fixed, but hey.

On a funny note, you can bust some blocks out of a XyCraft Tank.. climb INTO it and then reform the tank from the inside by replacing the blocks and right clicking the BACK of the valves. The tank would form around you, but the liquid inside was REAL so you'd drown if it was full.
