Newest version of FTB infinity requires world reset??

Details of the issue:
Does the 2.1.3 version require a world reset? when i update my client and server my server will not start up and it freezes.? can someone confirm if a world reset is required?​

I can confirm that this should not be in tech support, especially without any kinda logs.
