Multifarm problems

So I decided to automate my farm, noble vocation, I know. I wanted a managed farm, so I had to can my plans for sugar and cotton automation.

I set up my farm with the usual intricate circuit thusly:

It has water, fertiliser, power, substrate and seeds. It should work (at least there's nothing obviously wrong I could see), however what I actually got after the planting was this:

The Netherwart and Carrots outright refuse to plant.

Additionally, if I plant them manually they grow and the farm will harvest them, but wont replant them.

I have literally NO idea what the problem is here...

Unleashed 1.1.3. As for power i've tried using power converters, right now im using an electrical engine pumping into the gearbox directly. Both gave the same behaviour.

Do you have any levers close to the farm centre, you could be turning the sides off.

Have you tried moving carrots or netherwart to the top slot in the seed inventory just to see what happens? Managed farms love to draw from the first avqailable slot that has something in it. I generally recommend manual farms for most things aside from arboretums, they don't plant the initial thing but they're much smarter about replanting upon harvesting. You also get more farmland because you can design the irrigation yourself instead of letting the farm toss water all over the place.
