Is it possible to move a Charge Pad without losing the energy? Can I drain it into another device before picking it up? 10,000,000 EU is a lot to lose! *Edit* Hm, can I use it to charge up Lapotron Crystals? I'll give that a go tonight.

LapPack = 30,000. Lapotronic Charge Pad = 10,000,000. That's 0.3% of the energy, which just leaves the other 99.7%.
If you put the energy drain upgrade in i think they output energy rather than take it in. Just dont stand on it in powered armor!
They drain energy, but I don't think it goes anywhere useful, doesn't it just drain into the pad?
I have just tested it, and I was wrong. With the drain module it uses EU to delete the same amount of EU from the victim. So effectively it costs twice as much to use the drain module.
