what if more people request the same modpack at ATlauncher, might that speed it up?
No. I highly doubt it'll do any more than annoy them. We might even end up with multiple packs. I am to believe they are processing my request.
So how many people per match? We might want to do a very small match for the first one to test it out, or get a few people to test it in single player(I would participate in either, I would enjoy testing it)
for the tournement i would say 5 or 6 teams per match, with up to 5 players per team, for the first test match we could select people who really want, (i'll spectate). Depending on how many people apply we can make a nice planning with how many rounds. The winning team goes to the next round (or we could do something like pools like the world cup with football (soccer) and the first two teams go to the next round, from there the winner per match goes to the next round.)
If you are going to do 5 person teams, then may I suggest adding COG to the mod list?
It basically solves the following issues:
1. You won't find ores at random by digging into the ground -- you have to find the veins.
2. The veins will be a good size for a 5 person team.
3. Of course, a team that cannot find the veins will ... not be a problem

4. Biomes matter. People who want iron will hunt for the cold biomes. This may even send people into early combat.
5. And, if you really want "Find stuff at random", add in Nether Ores; give people a reason to go to the nether. Gives the people who didn't find the iron veins another option. (But ... if you didn't find the iron veins, how did you move the lava to make the nether portal?. Might need clay buckets to actually work.

We have COFH Core and it can achieve all of this and more.
In UHC? Generally, no.
If you can get a glistening melon, you can make healing potions; one melon makes three potions for 9 total health regen. That's a lot -- but you have to be able to kill a ghast and recover the tear.
Beyond that? ... Well, any potions, other than splash potions of weakness require netherwart and at least one blaze rod. Even SPoW requires a brewing stand, and I don't think there's any source in non-modded minecraft besides a blaze rod. (Not even witch huts have a brewing stand when I saw one.)
So ... yea, the nether is only of value if you want to kill at least a blaze, and possibly other things.
yes, but would people be making good weapons, not just sticking with what they have on hand or could get very easily
If it were me, I would make a easy to get weapon until I could get a better weapon
