I have enjoyed minecraft since beta 1.8, and one of my favorite things to do was ton play on factions/anarchy servers. But somewhere around release 1.5.2 it just got boring, because in vanilla minecraft there is only one or two strategies of raiding a base and pvp. So I dropped that and started playing modded. I enjoyed the expansion, but I noticed one thing, there doesn't seem to be ANY modded factions/ anarchy servers. This is something I would love to play on, but there doesn't seem to be any. And especially none for any of the ftb packs (Except trident which doesn't have any magic mods) With the addition of mods. Is there any server host out there that can host a factions/anarchy server on any of the hybird (magic and tech) packs?

Server host being the company? Yes, if it can host a mod pack, then you can set up faction on it (though I advise not using the bukkit plugin, use some other system)
Server host the people look around here

I can't help but mention that there is no "factions/anarchy" servers because they would just be a completely unbalanced mess because of the amount of OP things in most mod packs, especially one with magic mods. If you are determined to make this though, the trident pack has to be your best bet. Just putting it out there.

This is assuming he wants to host it himself, which was never hinted at.
Of course however he didn't specified either thing yet either. I am sure we will get a clearer reply on weither if he means it word-to-word or expecting a person to host the server/pays for the hosting. If that's the case he should be informed that it doesn't works that way and just should look at the existing list. Or possibly ask some people if their interested and "carpool" the costs of hosting or host the server on one of their PCs.

I was more complaining for a lack of a server, not asking for a paid host. I don't have the money to pay for a hosted server nor do I have the required hardware to run my own. There are plenty of modded servers out there, but they lack pvp and raiding. I'm more wondering if you know of any of these servers, or (though unlikely) if you or someone else can host a server like this.

Please be informed as you mentioned it unlikely that one is going to host for nothing in return. An alternative suitable (if short of finding one) option may be to get some who share the similar interests as you and then all of you can contribute to either for a host/hosting one.

The main point I'm trying to make is that if someone did make this server, and got it publicly noticed, they would have a pretty decent to large player base. I know myself and many others would love a server like this to exist.

Then it's not bad idea for you all to help get it rolling (that's usually the hardest part of getting a crowd to be interested of what you wish to do). I am sure someone in your crowd have decent computer that could be kept on at least during daylight hours or a few could pitch in for hosting. Then from there you can gather donations to keep the server rolling. Plus by doing this like this you all can be sure that you guys are in control and not have to worry about external comprising (unwanted rules, unexpected halting, staffs, and etc).

The best PC out of my crowd is mine, which only has 4g of ram, which isn't enough to keep a modded server running.

This... Also, with Vanilla MC, if you get raided, yeah sure, you have to go mining again for a bit to get back up to speed, but if someone comes along and destroys/takes all your machines.. Or replaces all your mob farms with creeper farms, then lets them roam free.... That's gonna be a world of hurt. I can hear the rage quitting now if someone actually set up a server for this.

Personally, I'd rather see a server with challenges to automate the creation of x resource, from start to finish. Like an automation competition - more points if you can make it bigger and more complicated without being redundant, to encourage Rube Goldberg builds. So, say, instead of making glass with igneous extruder --> pulverizer --> redstone furnace, you have a vanilla cobble gen, with a block breaker, then an entire tree farm dedicated to making charcoal, which you then run into steam dynamos and a vanilla furnace - the dynamos to power the farm and a pulverizer, the furnace to smelt the sand from the pulverizer into glass. Or something. You can complicate that a lot more, I'm sure... :p
It gets better with something like florbs. ^^

You could always try crowd sourcing the money instead then, For instance to start a solid Pvping/raiding server with good hardware with 3GB (you could try to tune it down to 2-2.5GB then upgrade that later as it get up the speed) will comes at roughly $21-$30 a month depending on who you host it with (we are in the middle of the price range). With a couple of people and maybe a little extra hard work a month (to get the money if they don't' have it already) could make it be a reality.

Wrong! If you use WebSound as your server host you can easily get 6gb for about $22 a month. I pay about $16 a month for 3gb (but I have used their 6gb servers before)

If your smart then you dont get raided, period.
If by "smart" you mean "incredibly poor and incapable of setting up a mining system to gather a coveted supply of ores," then yeah, you won't get raided if you're smart. :p
That's not how it works... especially if you have a mod like, let's say Industrial Craft, where you pretty much need to expose yourself if you want 100% free electricity
Yeah... I mean, with ANY tech mod, removing a single cable somewhere can literally down the power grid on somebody's base. I mean, that might lead to some interesting backup systems, but I'd rather have that as an environmental threat to increase the challenge than as something someone does out of spite (actually, that's a great mod idea; somehow introduce system failure to bigger power gen options, forcing players to set up power backup systems tripped by power failure :)).

Or add "natural disasters" (whether they actually occur or it's just text in chat saying "an earthquake occurred at <co-ords>/a tornado swept through <co-ords>) and the natural disasters would break anything that is labelled as "cable/conduit/pipe/etc." but only as a chance.
Sorta like how in SimCity games you would always have a "fail safe" sewer system in case one flooded, or something.
