I haven't really played around with Steve's Carts, how do they function well with Railcraft?
They're both seemingly based around railways. Railcraft makes them and Steve's carts uses them. It allows for very complex rail based farming/mining/transport/etc.

I could quite easily challenge that "not have anything missing".
Item transport. Automated Farming. Automated Mining. Ore Processing. Power generation. Tools and armor. Chunk loading. The main thing that Railcraft and Steve's carts together don't add is a way to transport power. They have to rely on stuff like TE or builcraft to transport power.

I was always struck as curious that only IC2 got a power cart. On the other hand, given that they're both capable of automatic charcoal production, you can have all the power you like brought to you in charcoal form. You could probably use Coke ovens to make charcoal and creosote oil and burn those. 1x1x2 boilers provide lots of power for small scale production. So power is wherever you want it set up, and it can be automatically supplied.

Forgot flight.

Railcraft is a rapid transit system and thus serves the same purpose as flight. That said, you're correct. Of course if you want flight, you probably don't want low-tech like the OP, so...

On the other hand, Ars Magicka, and Thaumcraft both provide low tech flight options. (For given values of low-tech anyway.)

Well, I'm using both low-tech AND high-tech in my modpack. I am currently only looking for low-tech as I have numerous high-tech items already. My modpack is mainly about rising through technological tiers to reach the endgoal of the ultimate automation.
