Windows .exe launcher not downloading all the files

I recently downloaded the launcher and every time I log in, I get the same error message:

i tried looking on the forums for solutions and using my limited knowledge to figure out what was wrong. As far as I can tell, the launcher did not download all the files. There are a few mods that have only a jar file, but that might be normal. what really convinced me was that I found a post about a problem similar to mine and the solution suggested was to rename a file in the natives folder. I went to the bin but there was no folder at all, only two jar files and a text file.

All that looks normal. The launcher won't download anything until you try running one of the mod packs

And how does one do this? I've opened the launcher, and under MODPACKS I had the Beta Pack A selected, and clicked launch. A download cycle occurs, and there are mods in the mods folder. Am I missing something?
