To be frank, the only real need for modpacks now is just the configs and one auto-download for all your mods so you don't have to do it manually. Modding the vanilla launcher is rather easy. You just slap it all into the mods folder once you've installed Forge. I see no reason to use an actual launcher anymore. They just mess with all your settings.

This is probably a dumb question - but isn't the mods folder supposed to generate once you've run the game with Forge? I have Forge installed, but I'm not seeing an obvious place with a mods folder.

to be honest, I hope the vanilla launcher stays as it is right now, because I've no idea how I'm getting this problem, but I know the vanilla launcher works perfectly for me, but if the vanilla launcher would become like the other launchers, I'd have no other option to play modded minecraft without fps problems anymore...

I suppose it would be more on Forge to have multiple profiles anyway: Set a forge profile and have checkboxes for which mods in your mods folder to use for a given instance.
