Is FTB available on windows 10 edition of minecraft and if so is it available to connect to by PS4 users?

I'm trying to create a FTB world for me and my mates but it takes me to the old java minecraft and not the new one, is this because it is unavailable?

Mods are only available on Java Edition, so you won't be able to play any modpacks on Win10/Bedrock Edition, they are like 2 completely different games.
