Iron Tank isn't working

Where do you have the second valve, make sure it's not part of the frame.
 
dude i don't mean to be rude, but your image has two parts of the frame obscured: top right and bottom right. How can I tell if its properly constructed?
 
Hrm, hopefully somebody else can help you, sorry. Only thing that stands out is top-right corner looks like the frame has a gauge block instead of a tank block but its probably just an optical illusion.

There's no known bugs with iron tanks right now; if its not forming, the only thing you can do is tear the whole thing down and try again and hopefully you find the problem.
