Summary of the problem I cant get my server going. Forge giving me a hard time

Pack Version 1.5.1

What is the bug? I cant get server to run the correct forge version no matter what i do. Can anyone help me please?

What steps have you taken to run the server and how is it not running the right Forge version? Post a log.
