I've seen hunger overhaul but it doesn't allow me to turn off certain features I do not like such as the crops slowing down in the wrong biome, or half of the multipliers on all of the stuff. I just want a mod that allows me to change how fast hunger decays. Is there one currently in FTB Monster in a config that I am not aware of or does anyone know of a mod that will allow me to do this? I'd happily use Hunger Overhaul if someone can get rid of those features or atleast tell me how to, I've edited the config to everything I can think of yet it still happens. If you can think of a mod that allows me to change how fast hunger decays please link me in this thread.

Thank you for your time

Under the Delays section, changing the numbers to 1 should reduce the multiplier down to vanilla speed. This section is also where wrong biomes are multiplied and crops growing by torchlight is enabled. In the Hunger section there is the variable I:hungerLossRatePercentage=100, set this to a lower number to become hungry slower (0 disables hunger entirely).

Basically you should slowly go through the entire config to tweak it to your liking as there's quite a lot there. Also note that if you're playing on a server, you'll need the server to have the same config for your settings to matter.
