It looks like you have 4GB ram installed but only 3.89GB available? That indicates an integrated graphics setup, which steals both ram (256MB) and CPU cycles from the system, in addition to not being optimal for Minecraft. Also, a Celeron isn't the newest or fastest CPU available. I'm guessing this is a laptop, most of which will fall short of providing reasonable performance ( > 20 frames per second, or FPS) for Minecraft, at least. This is due more to the way Minecraft is written more than being a hardware flaw.
As a breakdown, and this is purely assumption:
1). you have 4GB (4096MB) ram installed... Start by subtracting 256MB for a parasitic video system = approximately 3.89GB (3.84GB but manufacturers fudge numbers by swapping between actual binary amounts and rounded off decimal approximation when it suits them)
2). Assuming Windows 7, subtract another 1-1.5GB Ram for the OS. 3.89GB -1.5GB(worst case) = 2.39GB
3). I'll give the benefit of the doubt and assume you aren't running a browser or e-mail or some-such in the background... That also uses ram that won't be available for Minecraft.
If you're trying to run a pack based on an older version of Minecraft, like 1.4.x, 1.5.x or 1.6.x you should be ok. Packs running current version 1.7.10 and upcoming new versions based on 1.8.8 will require more ram... Both the current DW20 and Infinity Evolved versions have over 150 mods and seem to be happiest with 3-4GB available strictly for Java/MC to use.
