I am new and would like to know how would I get mod permissions, I would like to work on a 1.7.10 modpack but I have no clue how to get mod permissions

You can look in the permission spreadsheet forum and follow the link, if a mod you are not using is not on the spreadsheet note down the mod name, author, and license

I would suggest reading the first link and watching the videos tfox made for best results. watchful even provided an example zip file so you can see the basic structure and format of modpacks being submitted.
