I suppose that's basic physics right?
It might just be that in the mod author's measuring system for inertia, a lower value means "harder to spin up." Inertia, just for reference, is based off of mass; which materials are you using, exactly?

You should watch GamingOnCaffiene he does great ftb series, very up to date and informative!
 
GoC is great for entry level players, especially at the beginning of his playthroughs. To the end he does the more complicated mechanics of the mod.
