Generally you need to put the person to the test before deeming them "worthy" of admin rights. This goes for anything, including permissions in guilds, etc.
It is not something you can really write down on paper. You would basically have to know the person in order to determine whether they are capable of handling the power. With power comes responsibility, so in general you would want responsible people with those kinds of access.
For the most part, unless you know the person personally I wouldn't give them admin until they really prove themselves worthy. It's basically the same issue in every world where power must be allocated to people other than yourself, simply because you don't have the time/ability to be the only person with that power. Things such as managing a server or modding a forum. If you really want some good advice, the mods of this forum/lead mods should be able to give you some insight.
A good example would've been that threat nominating people for moderator status. In that case you allow the community to vouch for that person's ability to handle such power.
