How do you handle admin/op privileges on a server...when everyone helps pay for it?

You're missing an important part of human nature then. For whatever reason, people are willing to give more money in the name of donations than they are in the name of purchases. That's how come sites like Kickstarter are doing so well.
Either i'm missing something, or you had that completely backwards. The point of donating is to help the project out, not purchase whatever they are offering.

It's simple... You let them cheat if they are so inclined.

Or you hope/pray they stick to playing legit and don't pull their capital if and when told otherwise.

Usually you gauge potential partners out before starting a joint venture. Don't trust them don't start with them.

Just let them cheat and rag on them when they do, TBH it's the only reasonable thing to do in your situation.

Generally you need to put the person to the test before deeming them "worthy" of admin rights. This goes for anything, including permissions in guilds, etc.

It is not something you can really write down on paper. You would basically have to know the person in order to determine whether they are capable of handling the power. With power comes responsibility, so in general you would want responsible people with those kinds of access.

For the most part, unless you know the person personally I wouldn't give them admin until they really prove themselves worthy. It's basically the same issue in every world where power must be allocated to people other than yourself, simply because you don't have the time/ability to be the only person with that power. Things such as managing a server or modding a forum. If you really want some good advice, the mods of this forum/lead mods should be able to give you some insight.

A good example would've been that threat nominating people for moderator status. In that case you allow the community to vouch for that person's ability to handle such power.

We do it like this im admin. But i do not have op status in game. I run backups but have never spawned an item or anything in even when a creeper blows up something advanced we coop to make and they start moaning i just say i physically cant. No one asks ever now as they know noone can help :) ops are really not needed for us.

We also have a script that anyone i tell the url can run to restart the server.
