How do u make silverwood staff, thaumcraft 4

I don't care at this point if you find it unfeasible obtain without adding other mods, at this point the goal is to find out if there is a hard cap at Frugal 3 or a soft cap ay Frugal 3. It's totally possible to get Frugal enchanted books with just vanilla and TC4.1 and if there is only a soft cap at frugal 3, then it may be possible to get a thaumium banded primal staff with just TC4.1.

There we go, it worked, you need frugal 6[DOUBLEPOST=1395349523][/DOUBLEPOST]Keep in mind i cheated these in with NEI, I have no idea if frugal 6 is even possible
