I've been told to just upgrade to a 64bit system to fix this. However I am not wealthy enough to do something that rediculous, just to be able to play this. I have an FPS of about 5 when I play with my current setting of 1GB on the DireWolf pack.
I have 3GB of RAM, and my research seems to imply that my system can allocate up to 4GB of RAM on a program. So how do I force FTP to take my RAM?

You can't. You need a 64bit system and OS to run a 64bit java installation. Without that, your limited to the 1GB of RAM allocation the 32bit java allows. It's hardcoded into java, so no real way around it :(

Ah so it is something a programmer could fix, but I went to the wrong programmers. Well I've tolerated Java's love for letting viruses in for ages now, I'm not tolerating this though. Buying a new OS, along with a 1TB HDD to backup my files is not even close to worth it, just to play modded Minecraft. *Most offensively rude word I can get away with on this forum goes here* you Java!
Thanks for the answer Eyamaz.
