A ChC skyblock would be tough... but RoC seems like it would be easy enough. That mod doesn't add any worldgen of its own, so you should- in theory- be able to pull it off with Ex Nihilo alone and no further tweaks. You'd just need a way to get tall grass (for canola seeds), which you can get by bonemealing grass blocks which Ex Nihilo is able to give you somehow. I think. Right?
