Details of the issue i'm trying to get Multiverse and i can't get it to work. how do i install plugins to a modded server? i've tried getting bukkit but it won't work~ please help

You have to use thermos if you want to use plugins on a forge server

This is not an FTB pack, also there is no reliable way to run plugins on Forge servers, existing attempts to make this work introduce various random bugs and crashes.
