The offering must be of sufficient quality, and it must be given on the 3rd Wednesday of the 2nd full moon after summer solstice, but ONLY if it is raining!

they are based on the influx of new gifs. unfortunately that means they are not very valuable, as the internet just seems to recycle the hell out of gifs
