What he said... The Diamond drill can mine any mineable block, is (at least) as fast as its diamond tool counterpart (Shovel, pick, etc, the exception being wood blocks), and never breaks (just needs to be charged)... why WOULDN'T you use it? The only useful enchant, IMO, would be silk touch, and you can just build a rock cutter to take care of that.

Basically, electric tools were never said to be superior in every aspect.

The fact that you can't enchant in an enchanting table is enough proof that they didn't want it enchanted, but they didn't know how to prevent the books+anvil until recently.

Electric tools are basically infinite durability, you just need to feed them energy instead or repairing them with actual diamonds or other materials.
