Well I have a new windows 8 computer (1 month old) and when I play monster with my video settings on low I only get around 24-36 fps, I increased the ram in the settings to 7.25, what else can I do?

Give us some details on the computer. You obviously have 64bit Windows and Java or you wouldn't be able to adjust the ram. What type of computer is it? Desktop or laptop? If you have a laptop there may not be much you can do, since in most laptops you can't update the video. If a desktop, what GPU and CPU are installed and what is the base clock speed?

If you play single player you probably have too much ram allocated. I'm seeing Frame rates over 100 with 4GB allocated (half of my 8GB total).

Make sure your video drivers are up-to-date.

I'm sure there will be more suggestions... I know there are Java command line arguments you can configure into the launcher but I don't know what they are or where the thread discussing them is.

What terrain gen are you using? Also what version of monster? I ask because there were some issues with marriculture and mariculture/Alternate terrain gen that were causing some fun performance issues (these have mostly been fixed I think, but it is something to look at). Also many people here recommend you don't push ram above like 2-3gigs for ssp, something to do with java not dealing with large amounts of memory well. Also look into the java arguments that Eyamaz has put together, they really do help.

Also other things to look at if those things fail: Try playing on peaceful to determine if you have pathfinding issues. Also also: look at the console to see if something is spamming it. Also I have heard reports that some of the IC2 machines can produce console spam/performance problems if they don't have enough power to complete an operation (thermionic centrifuge was one mentioned.)

Yeah, your log looks pretty clean, just the usual stuff in there. I'd definitely recommend the JVM arguments that hiroshi42 linked and see if that helps.

Monster is definitely one of the bigger packs on the launcher at the moment. Horizons and Magic Farm 2 are smaller, though in some ways just as intense (mods like Special Mobs are surprisingly CPU intensive). It's definitely worth giving them a try though.

And looking up the specs on Pavilion 23's, I'm going to say your biggest bottleneck really is your CPU, an AMD E2-3800 APU, which isn't that powerful of a CPU when you get down to it, especially since it's acting as both your CPU and your GPU.

Yeah, that processor is basically a giant steaming turd in terms of performance. A dedicated video card might help a bit, but Feed the Beast is very processor intensive. Try lowering your memory usage to 4 gigs and taking out some mods that you won't be using or play a less intensive pack like FTB Lite.

The GPU intensive stuff is leaf blocks in tree and foliage filled biomes. Also complex geometry can kill GPU as well. Has to do with all the shading effects. You can try limiting the max FPS to 30 by setting your graphics to power saver in options. It has increased performance for many people who play on my server when their computers suck.
