if you're in creative it's very very easy to use the wrong kinds of bricks (the doubleslabs are infront of the blocks in NEI) make sure you are using the correct bricks, 9 of them, then try again.

did you take the smelted bricks and then craft them in a 2x2 pattern to get the proper bricks for the filler?

http://www.minecraftwiki.net/wiki/Bricks

then here's the filler recipe

Try removing all mobs from area that you want to fill.

Edit: also your conduits are messed up.

you need to make the area 3D. 4 landmarks are needed, 3 to lay out the X and Z, and one higher up to designate the Y. You have only done the X and Z

Birch is correct. Also, when setting up the 3D ladmarks place the one next to the filler 1st. Then make sure the other 3 in a straight line from that one. One up, One left and one right. I find it useful to use a lever on the block next to the 1st landmark.

I think it might be worth pointing out that you may need to move your power supply further away because you only have one RS conduit and it is only outputting power, you don't have one inputting power from you power system (red arrow) so you aren't getting any power in. (That's what i would try anyway)

Despite what the wiki says, I use the filler just fine with just a 2D setup of landmarks. I've been using the filler to make 1-block thick floors, lol.

that's all you need for a 1 block high format. you'll need a 3d setup for anything higher

Could it be because, not only3D setup, but because you need to crescent hammer the redstone energy conduits side so it turns orange. I did this before, where I hooked up a filler to an energy cell from the side with 1 conduit and it didn't work until I used 2 for some reason.

This is what i have been saying, a single piece of conduit can only input or output energy not both.
