Summary of the problem EnderIO Power Leak

What is the bug? Basic Capacitor Bank will drain RF for no reason, effectively voiding it so players will log out and come back a day later to find there RF storage completely empty.
Not sure if it applies to higher teir capacitor banks.

Is it repeatable? Yes:
Simply hook up a RF generator (Stirling generator will suffice) with teir energy conduits into capacitor bank, feed it power. even when the bank is full, it will continue to drain from the generator's buffer until the buffer is empty.
