What is the bug? Dispenser wipes liquid from the tanks from the mods (some item names):
-Tinkers Construct | Seared Tank
-Mob_grinding_utils | Tank and XP Drain
-DeepResonance | Tank
-Extra Cells 2 | Certus Quartz Tank
-Industrial Foregoing | Block hole Tank, Block hole Unit
-Advanced Rocketry | Pressurized Tank

There is issues with Dispensers and Inventories in 1.12 at the moment. Still waiting on a fix, but have been for months.
