Request Disable NEI's Creative+ CTRL+Scroll Wheel Function? (1.7.10)

In Creative+ mode, if I hold CTRL and scroll the mouse wheel up or down, my hotbar contents it swapped out for a different row. I find this feature incredibly annoying, as I use CTRL for sneak and I'm constantly messing up my hotbar.
I can't find a way to disable it and also can't find any mods or addons that will disable it.
I'd really appreciate any suggestions.

This is a function of Inventory Tweaks, you can likely find a config or keybind to disable this feature.

I created a new instance without Inventory Tweaks and the feature is not there. It's definitely NEI.
