Hmm not sure if this does exactly what you are looking for, but I believe it is possible to spawn in mob riding other mobs through commands. This can be used to overwrite the usual restrictions of "skeleton on spider" etc. to get some crazy combinations. If you just want it to stay still you might be able to spawn the Wither riding some other mob and then trap it with fences But it will most likely still shoot shit at you if you are in survival.I'm doing some blast radius tests on the Wither

(find it rather hilarious that I should be accusing someone of not being hardcore enough, as I remove all the mob/difficulty buffing mods I can, spam the terrain with Magnum torches and wear full quantum armour all the time )
I don't want to disable the wither's AI, I want to place dummy mobs (with no AI) in some places to see if they are affected by the blast radius of a newly spawned wither. I'm sorry for the confusion guys, I really didn't think that there's no (somewhat) easy solution for this. I also forgot to mention that I'm on 1.6.4, but I could go into 1.7.10 for these tests....I think this is possible with vanilla command blocks, spawning a wither at a set location giving it a extremely high Slowness effect on spawn. Idk the exact command needed though, (I don't play with vanilla much, what about command blocks).

Ahh right, so you just want to place some mobs and see if they take damage from the withers spawning blast? Do they really have to be AI less for that? Would it not be enough that they were prevented from moving? Like fencing up sheep/cows etc. or boxing in Iron Golems by only making a 2/2.5 block tall side exits(golems are 3 blocks tall them selves, so a simple slab on the ceiling of a 3 block tall room will contain them). ALSO also, I could use Descriptive books (Mystcraft) for these tests (and I have, to some extent), but their collision is wacky
