does anyone know how to build rain stopper machine on direwolf20 pack

Forestry has a device called a Rainmaker.

Use a dissipation charge to stop rain, and an iodine charge to start again.

Theres also a Raintank which collects rainwater.

Use a gate [buildcraft] to detect water in the tank (therefore detecting rain) and you can auto-trigger the dissipation charge.​
