I just watched DW20's latest episode SMP s4e25 and during the recording slowpoke mentioned that diamonds were very rare in DW20's modpack. This doesn't make any sense since none of the mods in any pack affects the world regen of diamonds. Was slowpoke just joking around or is there actually a difference between the modpacks and diamonds in the world?

Yes there is. Thermal Expansion gives us the possibility to adjust MC Vanilla ore amounts. We have done so in the Mindcrack pack but Direwolf20 didn't want it in his pack.

Hm, very peculiar. I'm comparing the default thermal expansion config with the one from FTB mindcrack server and the only difference is the tin. I see no other changes. Could there be some other config that does this or? Maybe slowpoke was just joking around about diamonds.

It does not need to be different. Those values are used to generate another set of ores which then get added to the normally generated ores. But it only affects generation if the "B:vanilla.augment" setting is set to true. So afer all generation you end up with Vanilla generated ores + augment generated ores.
And he was not joking about it. We stremed the testing of those values.

Yeah, but looking in the FTB mindcrack server config for thermal expansion the only thing you guys have changed is the generation of tin. Everything else is untouched. Which is why this is so weird because it has no mentions of diamonds or anything else changed. Could you link your thermal expansion(ftb mindcrack) version of the config because it would appear yours is very different from the one I got:

Unless you guys have some config that haven't been released to the public yet?
