Is there a bug with the aluminum ore in regards to plates? I use Tinkers Construct smeltery to smelt all my ingots, but for some reason my aluminum ingots + a hammer won't craft plates.

Not the right aluminum. There's aluminum from TC and then there's aluminum from Gregtech which you usually get from centrifuging stuff. You'll need the latter.
Forge Lexicon (from Omnitools) or the GregTech electric craftingtable can do it, provided TC registers its aluminium with the ore dictionary.
Alternatively, macerate the bars into dust and re-smelt them. A Railcraft blast furnace can handle aluminium fine if you don't have an industrial one yet.
Failing all that - throw them all away and spawn in the same number of GregTech ingots via NEI.
