and so on...

When starting the server using the provided files in the zip-file, the ServerStart.(bat/sh - depending on os), triggers FTBInstall.(bat/sh) - that downloads the needed files.

If you haven't done this (either using the FTBInstall or downloaded the files manually), then try doing that - and after the files are downloaded, copy them over to your server and try again.
