Can't place vanilla ender chest in Monster 1.1.1?

Is this a setting by default? A bug? I'm trying to set one down to acquire the Frienderman's backpack and it won't allow me to place it.

That's my setting in ic2. And I can *make* the ender chest, I just can't place it down... :\♠
