Details of the issue:

When he launch his server he can connect to it and play but in multiplayer it says in red "can't connect to server" and when i try this appears "java.net.ConnectException: Connection timed out: no further information". Thanks in advance.​

Restart PC and Router. Maybe you're lucky.

Your friend has to open ports in the config. of his router.
