I plan on running a FTB server on an old Dell I have. I want to be able to host 3-4 people at a time, and run the FTB mindcrack server.

The server will be a Dell Dimension 8300, with a Pentium 4 "Northwood" 3.0GHz, and 2GB of DDR Ram. My upload is roughly 1mbps, and download 3 mbps. Only 3 people will be externally accessing it, since I will be connecting to it on the home network.

I will probably restrict certain things to help it along, e.g. limit the amount of chunks loaded, and preloading chunks. Are there any other tips you can provide, since I am new to FTB. But I have run Bukkit/Vanilla servers before.

If the PC is not able to run as a server, are there any cheap, reliable hosts that can run FTB Mindcrack?

Also are any of the FTB variations less intensive server-side, or are they all about the same?

Given just that, I'd say you are likely going to get complaints of lag for sure, and likely will run out of memory near the endgame with four users.

Your system should support up to 4GB (you'll only get access to 3.75GB roughly if you are on Windows XP still) which would be useful to the lifespan of the system. Your upload speed is going to be a major bottleneck as all it takes is someone else in your home to start uploading something before your server becomes extremely laggy.

A hosted solution may be a choice to consider, although I do not know how the hosting providers of current, so we'll have to wait for someone else to check up about that. Good luck!

I was planning on using a Linux Distro, not sure on which one. Would the PC be able to do bukkit or vanilla instead of FTB?

In regards to your upload speed, no. In regards to memory, vanilla would be a bit better, and likely you would not end up running out of memory even in the endgame (as vanilla's endgame is fairly tame). Bukkit depends on what mods you add (the more mods that add load on the server, such as more content [which Bukkit really does not do at all] and the like, the worse it will be).
