Solved Blue Team Biomass Quest has a bug

Just like above.
There is 107,000 mB Tectonic Petrotheum in the Black Hole Tank which is inside the structure. As a consequence, the Biomass can't be transfer to the Black Hole Tank.
The Black Hole Tank in other team doesn't have this issue.
