well you do have mutations... but non-resultant (new genome) mutations are really really rare, like .0001% rare, so when you breed any two bees there is a one in a trillion chance you get a faster or fastest.
(while this post was based on fact, the numbers are total bogus and I have no idea how rare non-resultant mutations are, just that they are really rare)
