Just checked. They kinda do. It lets you go between points but you need to be able to see the other block. So it wouldnt work going down unless I did some sorta glass floor thing. I didnt test if it works through glass though. But yeah. I couldnt have it be used as an elevator because you need to see the other anchor.
In 1.6 I can use the EnderIO travel anchors between walls and floors, I don't imagine they've changed. When you stand on one, you can see the others as transparencies.

Why in an ocean? Wouldn't the flowing water lag it up?

Flowing water is just a different block. It can cause lag when used on dry land as a single source block can be the source of ~262144 "flowing" blocks (if a single source block is placed on a 64x64 quarry to convert any discovered lava to obsidian).

When that source block is removed, each of those 262K flowing blocks is going to be responsible for multiple block updates as the quarry drains.

In the ocean, there is a layer of source blocks ensuring that there is no massive 'collapse' of the flowing blocks underneath them, so the block updates caused by each quarry operation do not escalate exponentially outwards.

Whats an easy way to clear out the water when the quarry is done?

Are there source blocks below the first level of water? Or could you destroy it if you filled in the top layer?

Ocean is full of source blocks on top of each other. Good luck getting it out. Modular Force Fields can do it, but it's hella costly

Why is it a bad example?
RF is a unit of power for Thermal Expansion, you were stating that EU was not a mod, but just an API.
EU was a core...thing for many mods, as you said it isn't mod, you then compared it to a unit of power that I don't think anyone makes mistakes knowing.

You could have said that Dirt to Diamonds isn't really a mod as an example. :)

EU? UE. Universal Electricity. Go back and read my post again. RF is a unit of power in Thermal Expansion and many other (non-dependatn) mods. UE is short for Universal Electricity, an api which has been adopted my many mods. EU is the unit of power in IC2 and it's addons. There was nothing wrong with my post.[DOUBLEPOST=1402419433][/DOUBLEPOST]

This is a perfect example of ignorance about the UE api. Why on earth would I be talking about IC2?

Sorry, since you referred to a unit of power my mind must have changed UE to EU for IC2.
Nope, there was nothing wrong with your post, I just thought the example wasn't the best it could be. :)

UE is an Electricity API. ELECTRICITY! Just like RF! RF is an API as well and before you're post I thought everybody was clear on that.
