Your understanding of the situation is a little distorted. While there has been a security issue with cloudflare it certainly did not result in 'leaking full https requests and replies'. The article you linked even states that for 5 days 0.00003% of all cloudflare traffic could have potentially leaked partial fragments of user data.

If you re-use your password on multiple sites you should probably change your password as a matter of course (if you reuse your password the least you should be doing is changing it regularly anyway). The chances of someone malicious going after your forum account as a result of that vulnerability are so low as to be negligible.

We won't be forcing password changes on people, at least not unless I receive advice to the contrary. Should people change their passwords? If you are ever in doubt, change your password.
