I've been part of the community for too long, the only thing that keeps mod authors on a version is Mojang not releasing the next one (or Forge having serious problems with the newest version). Except for the update past 1.2.5... that one was the SSP/SMP merger and that required basically complete rewrites.

There are going to be a lot of internals changing with 1.13, from what I can tell, so this might be one of the cases either forge or modders will have issues with.
