Alternate to fillers for placing blocks?

Hello,
My server has fillers banned due to the ability to grief so is there an alternate machine to place blocks in a grand scale, Also markers are banned as well as turtles so i cannot use a system that requires them. Is this possible or will i have to hand place 10000 blocks?

PLay on a different server.. I would never want to play on a server like that..

har har ... I wouldn't play on a server with griefers in the first place is what I'm saying. I have my own server and only let in people I trust, I don't have to ban anything.
