What is the bug? I tried crossbreeding wheat majority of the time i get weeds, but when i get a seed it isnt real, and doesnt grow

Finally got a new seed after 20+ weeds not sure if weed spawn rate should be so high or not

I have it set as low as the config allows:
# The percent chance of weeds to spawn or spread. At 95% abandon all hope of farming. [range: 0.05 ~ 0.95, default: 0.15]
