90%+ CPU USAGE from the server?

Details of the issue:
been about 2 months since I would host a private server and it was just fine
came back to do it again for me and 2 other friends and as soon as i open it
It literally max's out my cpu?

cpu - i7-2600 3.40ghz
mem - 16 Gb
64 bit system​

If you have the server on for a while, does the server usage drop down?

and

Even if you have 16 gigs of RAM, have you allocated enough (4gb+) for the server?
