Sorry to quote myself; I almost managed this! In the end I used ExUtils2 scanners as well. Its not perfect, but it does the job.

For the slurry production, you need (I think) HCl. You can get hydrogen easily from an electrolytic separator, chlorine can come brine, methinks. Cleaning it just requires water. After that, I think you need oxygen, which you'll be getting as you make hydrogen, and the rest is just power.
