1.5.0: (V. 1.7.10) Frugal enchantment on Foci Doesn't Bring Down Crafting Cost

What is the bug:
I've upgraded one of my foci to frugal III however, it doesn't cause any change in the cost of crafting new items when added to a wand.

AFAIK Frugal works only for using the wand focus, and doesn't affect crafting.

Frugal only decreases the amount of vis used when casting that focus.
