What is the bug:
To use the Osmotic Enchanter from thaumic tinkerer you need to create pillars of Obsidian Totems around it. These are normally worldgen and is not craftable in the skyblock pack.
There should be a way to craft them either with infusion or some other ways so it is possible to use the osmotic enchanter.

There is a way to craft them. Check the skyblock tab of Thaumonomicon (You know, the one with greatwood/silverwood saplings etc)

Thaumium barrel filled with witch water, then place obsidian or I think the craftable obsidian tiles in to the barrel.

Yeah, it's just regular obsidian in a thaumium barrel filled with witch water.
