Oh yes the stacking issue, where they don't want to combine stacks sometimes. Try to make batches x8 at a time and quickly combine them and it should make stacks of 32.

I usually always use netherrack arrow head + tool rod with leaf fletchings, cheap easily restockable and fairly decent damage wise. And I just use the best metal available for the bow.
